The Englishman has finally been allowed to splash the cash at Chelsea after arriving last year to a transfer ban.
He has already forked out £89m on the likes of Hakim Ziyech and Timo Werner.
And there are further raids planned for players including Kai Havertz, Ben Chiwell and Declan Rice.
Meanwhile, despite his success in landing the league title, Hazard has had a nightmarish campaign in his debut season at Real Madrid.
He has played just 16 times in La Liga after a year ravaged by unfortunate injuries, scoring once and making six assists.
